My Process

With almost 32 years of Government experience, 21 of them in a management position, I guide executives and other professionals who are navigating transition or complexity, particularly around government processes. I bring together coaching and leadership expertise to help them make confident decisions, lead effectively, and align their teams for long-term success. I thrive on bringing order to swirl; I work with managers to navigate obstacles, transform relationships and develop systems and teams that thrive. From supervising senior executives to supervising new employees, managers need a place to develop personal agility and flexibility as well as strategic thinking and ways of doing business and coaching with me gives them a place to do it. I work directly with organizations — creating strategic plans and trainings to open new ways of navigating your challenges. I also work directly with individuals on career and personal areas that would benefit from coaching.

Coaching Experience: Elise Packard was awarded a Leadership and Performance Coaching Certification Level One by Brown University’s School of Professional Studies and ACT. Earners of this designation have demonstrated they can confidently and competently apply the coach approach, aligned to the International Coaching Federation’s (ICF) Core Competencies, to their individual clients. With a focus on leadership and performance, earners help their clients build greater awareness of their impact and help them make choices that serve their values and purpose. She is working towards accreditation as an Associate Certified Coach (ACC) from the International Coaching Federation.

Executive Experience at the agency level: Elise served as Deputy General Counsel for Operations at the Environmental Protection Agency from 2018-2025, serving as the Office of General Counsel’s Senior Resource Officer and managing the budget of $65 million, human resources functions, contracting and property for 250 employees. In 2022 she was awarded a Meritorious Presidential Rank Award from President Biden for sustained accomplishment in the Senior Executive Service. EPA’s National FOIA Office reported to her as did the EPA’s External Civil Rights Office (from 2017-2023). She served on EPA’s Executive Management Committee, which coordinated policy on EPA-wide issues. Government-wide she served on the Executive Committee of the General Counsel Exchange, a group of senior career Federal government attorney managers who meet to discuss common leadership topics.

Legal Experience: From 2017-2025 She oversaw the provision of operational legal advice to EPA’s management, covering legal issues from employment and information law to appropriations, grants, contracts, tribal issues, and civil rights. She previously served as Associate General Counsel for Civil Rights and Finance at EPA where she managed agency legal advice on Civil Rights, Procurement, Financial Assistance, Appropriations, Property and Claims. In that capacity, she founded and co-chaired an interagency appropriations group with the Deputy General Counsel of OMB that still meets on a regular basis. Prior to this, as Chief of the General Law Division at the Department of Commerce for nine years, she managed the Commerce Department’s legal advice in the areas of Freedom of Information Act, appropriations, FACA, property, and intellectual property, amongst others.

Training Experience: Over the course of her career Elise has provided training to groups from 10-500 on issues including Appropriations Law, FOIA, the Anti-lobbying Act, and Government laws for new political appointees. She also provided Rule of Law training for the Egyptian government over a three-year span.

She clerked for then Chief Judge Judith Rogers of the D.C. Court of Appeals from 1992-1993. She is a magna cum laude graduate of Brown University and received her J.D. cum laude from the Georgetown University Law Center.

Coaching

As a Leadership and Performance Coaching Certification Level One Coach, I am trained to help navigate transitions and change — from new jobs to new bosses to new realities. I have particular expertise in leadership development and creating a leadership vision as well as career transitions. I have coached Executives in the public and private sectors, staff level employees navigating career transitions in both non-profits and the government and folks dealing with change in their daily lives.
